Emergency Procedures

In instances where emergency procedures given by the Marian University Office of Campus Safety and Police Services differ from those on this website, such procedures will supersede the instructions on this website.

Checklist: What Every Employee and Student Should Know

Violent Critical Incident

Armed assailants and “active shooters” create highly unpredictable situations. The following guidelines are based on the ALICE training and options-based response strategies. Marian University empowers all faculty, staff and students to take the best approach that they see fit given the circumstances during a violent critical incident.

Awareness and Communication

Always maintain a level of Situational Awareness. Observing your surroundings is an important part of being aware of your environment and the people in that environment. Knowing your environment can provide you with extra time to perform a strategy in the event a VCI occurs.

Be mindful of your senses as they will Alert you to the first sign of danger. This may come in the form of visual (see people running), auditory (hear gunshots or alarms), etc. It is important that when you receive an alert, you accept and respond to it.

Information is what is provided to others. Campuswide notification of a VCI will occur through Campus Shield alerts, e-mail and texts as well as building coordinators. If you are the witness to the event and are providing information to the Marian University Police Department, use plain language. Be prepared to describe the number of assailants, gender, race, clothing, type of weapon, etc.

Response Options

Evacuate is the strategy that permits you to remove yourself from danger if you have time and distance. Know where exits such as doors, windows, hallways, etc. are located. If it is necessary to break a window to evacuate, the window should be broken in the top right- or left-hand corner using a heavy object. Then use the heavy object to remove the shards of glass from the window. If you have the time and distance from the intruder, you have permission to evacuate.

Lockdown takes place when a barricade is created using environmental items in the space or room. Objects such as desks, chairs, and heavy tables can be used. Cords or ropes tied to the objects can be used in order to keep the door from opening outward. Barricading an inward opening door can be accomplished in the same manner using chairs, tables, desks, wedges, etc.

Once the barricade is constructed:

  • Do: Spread out within the room away from doors and windows. Be ready to move or distract the intruder if they make entry into the room. Call 911 when safe to do so.
  • Don’t: Huddle in a corner or on the floor.

Counter is a strategy where the decision-making process of the attacker is overwhelmed by dividing their attention through the use of distractions. Doing this will limit the attackers’ ability to attack or shoot accurately. This is accomplished by throwing an object at the attacker’s face, ensuring you impact their vision.

If you have distracted the intruder and provided yourself time but cannot evacuate, you can control the intruder from using the weapon. This is accomplished by grabbing and controlling the appendages of the intruder to prevent them from using the weapon appropriately. This is a personal decision and can be accomplished with many people. You will control the two arms, two legs, and then the head.

If the weapon is lost by the intruder, do not hold the weapon in your hand. You want to place it in a container and control it. The container can be anything that you can hold and be able to move around and evacuate. By following this process, you will not be a threat to responding officers.

Police Response

Police are trained to respond to an active shooting incident by entering the building as soon as possible and proceeding to the area of the assailant. Early in the incident, it may be impossible to deliver medical treatment to victims because the main goal is neutralizing the assailant. Try to remain as calm as possible so as not to interfere with police operations. Once the area has been secured, rescue teams will arrive to provide assistance.


Bomb Threat

IMMEDIATE ACTION
Remain calm. Call campus police at 317-955-6789 from another phone. Use Campus Shield emergency alert button to let them know your location.
DO
Pay attention to background noises such as running motors, music, or any sounds that might reveal the caller’s location.
Listen closely to the voice to assess quality, accent, speech issues, gender, or unusual characteristics.
DON’T
Do not answer the door.

Building Structural Damage

Building will be restricted and notifications will be delivered through Campus Shield: alerts, e-mails and texts.

IMMEDIATE ACTION
Call campus police at 317-955-6789.
DO
Leave the building if you can. Call 317-955-6789 if others are still trapped. Free others if it can be done safely.
DON’T
Do not touch power lines or wiring. Gas utilities may be damaged and extremely dangerous. Do not enter a damaged building.

In the event of an earthquake, be aware that travel routes in the immediate area may be blocked, damaged, or unavailable, requiring faculty, staff, and students to remain confined to campus temporarily. Wait for campus evacuation instructions.


Campus/Building Lockdowns

Notification will be delivered through Campus Shield: alerts, e-mail, texts, and building coordinators.

External Lockdown

External lockdowns are ordered when the potential threat is outside a building. Building doors are locked, and no one is allowed to enter or leave the building. Faculty, staff, and students will follow ALICE best practices: lockdown, evacuate, counter.

Internal Lockdown

Internal lockdowns are ordered when a potential threat is known or suspected to be in the building. All classroom and office doors are secured. Faculty, staff, and students will follow ALICE best practices: lockdown, evacuate, counter.


Criminal Activity

IMMEDIATE ACTION
Call campus police at 317-955-6789. You can also submit a tip using the Campus Shield app.
DO
Pay attention to what they are doing and report the following to campus police:
  • Physical and clothing description
  • Location
  • Direction of travel when last seen
  • Vehicle description, license plate number
  • Weapons or tools
DON’T
Do not approach or attempt to apprehend the person(s) involved.

Earthquake

Notification will be delivered through Campus Shield: alerts, email, texts, and building coordinators.

IMMEDIATE ACTION
If inside, stay there.
DO
Follow ALICE best practices: lockdown, evacuate, counter.
DON’T
Do not use elevators. Do not rush for doors. Avoid overpasses and power lines. Stay inside your vehicle until the shaking stops. If the earthquake has been severe, do not attempt to cross damaged bridges, overpasses, or roadways.

If driving, pull over and stop. Avoid overpasses and power lines. Stay inside the vehicle until the shaking is over. If the earthquake has been severe, do not attempt to cross damaged bridges, overpasses or sections of road.

If outside, get into an open area away from trees, buildings, walls, and power lines. If outdoors near tall buildings, step inside a doorway, drop down, and cover your head and shoulders to protect yourself from falling glass and other debris.


Building Evacuation, Fire, Gas Leak, Hazmat

Notification will be delivered through Campus Shield: alerts, e-mail, texts, and building coordinators.

IMMEDIATE ACTION
Leave the building and go to building designated assembly areas:
  • Allison Mansion: go to the Flagpole or Norman Center
  • Alumni Hall: go to Fountain or Library

Campus Evacuation

Notification will be delivered through Campus Shield: alerts, email, texts, and building coordinators.

IMMEDIATE ACTION
Follow instructions given by campus police or emergency personnel. They will direct you to campus staging areas.
DO
Give priority to persons with disabilities and all emergency personnel.
DON’T
Do not leave campus until evacuation instructions and routes are given.

Evacuation of Persons with Special Needs

NOTE: Individuals who may need assistance during an emergency are encouraged to notify their building coordinator, Campus Police, and immediate supervisor of any accommodation or assistance they may need so that appropriate emergency planning can occur.

IMMEDIATE ACTION
Call campus police at 317-955-6789
Inform police and emergency responders of the location of all persons who remain in the building.
DO
Persons who require assistance must be assisted by trained personnel, if possible. Protect them in a safe location while awaiting rescue, typically a stairwell landing. If there is smoke or fire blocking stairwell access, move them to a room away from the smoke or fire.
DON’T
Do not use elevators with someone in a wheelchair unless directed to do so by the fire department.

Evacuation of Large Crowds

Notification will be delivered via PA systems, siren, and/or bullhorns at outdoor venues.

IMMEDIATE ACTION
Follow instructions given by public address announcers. Crowd management personnel will be stationed at exits to direct and assist and will remain in radio contact with campus police.
DO
Assist patrons with disabilities if necessary. Relocate them to avoid blocking exits. Keep exit paths clear at all times.
DON’T
Do not re-enter the venue, e.g. Lake Sullivan Sports Complex, P.E. Center, or St. Vincent Field once evacuated.

Fire

Notification will be delivered by building fire alarms, Campus Shield alerts: text message, email, and building coordinators.

IMMEDIATE ACTION
Pull fire alarm. Call campus police at 317-955-6789. Use the Campus Shield emergency button. Evacuate the building, close the doors, and proceed to building designated locations:
  • Allison Mansion: Go to the flagpole or Norman Center
  • Alumni Hall: Go to the fountain or library.
DO
Smother or douse a small, minor fire only if it can be done without endangering yourself or others.
Call 317-955-6789 even if the fire is extinguished.
If the fire is small and you have extinguisher training, use a portable fire extinguisher.
If there is any doubt about the size of the fire or your ability to extinguish it, do not try. Evacuate.
DON’T
Do not attempt to extinguish a fire if you have any doubt about its size or your ability.
Do not use elevators.

General Emergency Procedures

  • Always assess if anyone is injured and the severity of injuries. Immediately call 317-955-6789.
  • Never speculate the circumstances of an emergency.
  • Follow directions given by law enforcement or emergency response personnel.
  • Remain calm, keep each other informed as much as possible, and reassure others.
  • Do not speak to the media; direct them to campus police or the media relations contact.

Hazardous Material Spill

A hazardous spill could occur off-campus and affect the campus community. In this case, you will be advised by police and emergency personnel if this will impact campus.

On Campus Spill

IMMEDIATE ACTION
Call campus police at 317-955-6789.
DO

Provide the following information to campus police:

  • Location (building name, floor, room number, area on campus)
  • Type of incident
  • Name of material or description of odor
  • Estimate of volume involved

If material contacts your skin, immediately flush the affected area with plenty of water for at least 15 minutes and seek medical attention. Remove and discard contaminated clothing and shoes. This should take place while someone else calls for help from a safe location. Evacuate the immediate area, avoid the spill site, and close doors behind you. If outside, move upwind of the spill.

DON’T
Do not attempt to clean up the spill yourself.

Off Campus Spill

IMMEDIATE ACTION
Follow directions from police and emergency responders. If the hazardous material is airborne, remaining in place may be recommended.
DO
Move upwind of the area if you see people showing signs of chemical exposure (e.g., choking, eye tearing).
DON’T
Do not leave campus until campus evacuation procedures have been announced by authorities.

Medical Emergency / Ambulance

IMMEDIATE ACTION
Call campus police at 317-955-6789.
DO

Give as much information as possible about the illness or injury:

  • Victim’s location
  • Whether the victim is conscious, breathing, bleeding, or has other injuries
  • Any chemicals or radioactive materials involved
  • Stay with the person and send someone else to meet the ambulance
DON’T
Do not move a seriously injured person unless they are in a life-threatening situation.

Severe Weather Conditions

Extreme cold, extreme heat, blizzard conditions, heavy snow, widespread flooding, or other weather events may result in emergency conditions requiring cancellation of classes or operation on a reduced schedule.

DO
Work remotely as scheduled unless you are categorized as essential personnel.

If you see large amounts of debris in the air or are told the air is badly contaminated, you should:

  • Close exterior doors and windows.
  • Campus procedures will automatically shut down building air handling systems to block outside air.
  • If instructed to evacuate or seek medical attention, do so immediately.

Suspicious Object, Package, or Letter

IMMEDIATE ACTION
Call campus police at 317-955-6789. Include the location and appearance of the object in your report. Evacuate the area immediately.
DON’T
Do not touch the object.

Tornado

Notification will be delivered through siren, Campus Shield: alerts, e-mail, texts, and building coordinators.

Warning sirens will consist of long, continuous wails for several minutes. The all-clear will be delivered through Campus Shield: alerts, text, email.

Inside a Building

IMMEDIATE ACTION
Go to the designated shelter, interior hallway, or small room on the lowest level of the building you are in. Move below ground, if possible. Begin Shelter-In-Place.
DO
Wait for all-clear signal before leaving the safe area.
DON’T
Do not open windows. Do not stand or sit near windows or exterior doors. Do not attempt to turn utilities or equipment on or off. After the all-clear, leave badly damaged buildings and do not return unless directed to do so by campus police.

Outside a Building

IMMEDIATE ACTION
Seek shelter in a building. If no shelter is available, lie flat in a ditch or low-lying area.
DO
Watch for downed power lines and call campus police at 317-955-6789. Wait for all-clear signal before leaving the area.
DON’T
Do not remain in your car.

Utility Failure

Notification will be delivered through Campus Shield: alerts, e-mail, texts, and building coordinators.

In All Cases

IMMEDIATE ACTION
Call campus police at 317-955-6789

Electrical / Light Failure

DO
Remain in the building unless evacuation is ordered.
Identify location exit stairs or doors and exit while emergency lighting is available if ordered to evacuate.
DON’T
Do not use candles or open flames.
Do not enter the building until power is fully restored.

Plumbing, Floor, or Water Leak

DON’T
Do not walk through standing water due to electrocution risk.

Natural Gas Leak

DO
Leave the area immediately.

University Closing in Inclement Weather

In the unusual event that inclement weather or adverse campus conditions necessitate the cancellation of classes and/or shutting down office operations, you will be notified with a Campus Shield alert, email and text.
